My guess is at least half of them are unemployed by choice, electing to take the free federal money to sit at home versus actually putting effort toward the money they receive. We have had numerous issues on the road getting ground transportation, and the drivers we do get in the problem locales are saying that is what many drivers are doing.

This is not correct. 51M have filed claims for UE benefits since this started buy many millions have returned to employment. Actual, real unemployment is around 18M.

That 18M number is heavily massaged. I am curious about the 114M number. That's the number of working aged people NOT working. Perhaps some are disabled, in school or simply not interested in work but I suspect a decent percentage of that number would like to work but is either being incentivized not to or is incapable of finding work. If we're to be productive as a nation that gap needs to be addressed.

I think the scientist was more concerned about the lack of fidelity of the data, due to potential uncounted transmissions. I didn't get that he thinks the risk is much higher than currently assumed. Scientist tend to prefer conclusive data before going to press.
