I think the more practical application of this Federal mandate is that you will simply not be served, and may even be asked to leave the property.
If you refuse, you'll be trespassed, and then if you insist on being hard headed, you'll probably be exposed to the whole suite of options that law enforcement has at their disposal to deal with you. No doubt some will be more sympathetic and empathetic than others in how they approach the situation.
So if you end up being arrested, it won't be for not wearing a mask, but rather for trespassing. Subtle but very important distinction.

In all other locations (i.e Non-Federal), the current government has acknowledged that it has no powers to mandate, but nevertheless is asking us all to participate in the exercise for at least the next 100 days.
It's a battle for the hearts and minds, I guess.

This is the big question. Does it effect the cockpit? I wear a mask but not once the door is closed, to fatiguing for a 6 hour flight. Are we exempt?

I would say national parks are covered here as well. Pretty broad when they say "federal property" I didn't know airports are federal property, I thought they were state/county/city?
Most airports in this country are publicly owned. For example TPA is publicly owned by the Hillsboro County Aviation Authority. It says nothing of being federal. I'm not sure what they are trying to do with this EO. Curious as to the 10th Amend applicability as well.
Seems more like "coercion play" than anything else. I don't see this as enforceable on airports that are publicly owned. Maybe a lawyer can answer that question.
