I dunno about that.
I just flew a B717 with two brand spanking new velcro flight plan bottles...er, holders. So new I could practically see "Fiji" underneath the black duct tape.
Surely Tech Ops can crank out production of these high tech devices faster than the rouge LCP bandit can steal them!

I also just flew a leg where both 717 flight plan holders were missing and were written up in the aircraft logbook. Maintenance listed them as NEF (non-essential furnishings) to be replaced within a certain time period.
For what it's worth.

So you're saying I can bring some Fiji bottles and duct tape and that will suffice?!

Delta decided to change them for something more durable, non-flammable and classy.
It took about 3 years for the FAA to approve, but it is becoming a distant memory. Many new pilots now think that p/work holders are a part of an amazing and thoughtful Airbus design.

That is about the process 320 fleet went through. After the merger red tails had the used tissue boxes duct taped to the center pedestal by one of the pilots.
