I went to microsoft and used the "create bootable media" option. I actually did this from a different machine than the Surface and used the website option to download 'for use on any machine'. When you use this option, the installer will have to download all the Surface drivers during the installation process, but it gives you a bootable USB drive.
I did this after I had completed the company unlock/reload process. It basically did the same thing as the company reset, but from the Microsoft Windows 10 site. I figured this would eliminate any Easter Eggs of software that might have remained from the EFB life of the machine. Call me paranoid.
edit/note Using the USB installer does a complete wipe-reinstall of the clean Windows 10 OS. You don't need a 'software licence key' like the old days of Windows because the current technology imprints the Windows 10 licence to the Surface hardware.

Thanks. For some reason though can't find the Create Bootable Media option. Just has ISO file (same difference? ). I tried that but it wants to do it as an upgrade. I'm missing something.

Follow these instructions to load Windows from the USB.
On any PC:
Insert a blank USB drive (at least 8GB)
Click on the link https://www.microsoft.com/en-us/soft...load/windows10
Click “Download tool now” (the second option, not the Oct update option.)
Once downloaded, launch the .exe file that was just downloaded. (this is a tool that automates the process of making a 'bootable' USB and loading the current Windows 10 version with all updates done)
If prompted by your current machine, select ‘yes’ to allow changes to be made
Accept the user agreement
Once it’s done loading, select “Create Installation Media (USB…….”
Select ‘English’, ‘Windows 10’, and ’64-bit (x64)’ and then select NEXT
The tool will download the current version of W10, format your flash drive to be bootable and then load the USB. Be patient, depending on internet/machine speed it can take up to 20 minutes to complete. Once done, eject the flash drive and grab your Surface.
On the Surface, power off if not already.
Insert the USB
Press-and-hold the Volume-down button
Press and release the power button
When the Surface logo appears, release the volume-down button. Surface will start the software on your USB drive
It'll take just as long as it did when you did the company reset procedure so leave yourself plenty of time.
Hope this helps.

Thanks so much for the help. My initial problem was I was trying to access the Microsoft page on a MacBook. On an HP I got the installation USB option. Weird.
I tried many times, in vain, to get it to work. When I chose the Install Windows only option, set Up cannot find a drive to install to. And no options to find one myself. When I chose the Upgrade option I can't do it from installation media.
I had emailed the EFB buyback peeps. The first reply was just the form letter stating buyer beware. A bit ago, though, I received another one stating they were going to make it right and send me another.
