Default $1.3 B unspent Cares Act money reported

I thought we were told that all of the Cares Act money had been spent. I think the most important quality of a leader is absolute honesty. "However, a 32% decline in labor costs in the quarter led to $1.3 billion in unspent federal funds awarded by Congress in March to cover airlines’ payroll costs for six months and protect jobs."

To my knowledge there was no requirement to keep people onboard until the money ran out under CARES, that was in the HEROES act but it never passed

in one of the town halls Ed admitted there was leftover money that will continue to be used for payroll..... except for the furloughed pilots. #Family

Why would they spend money on pilots to sit at home and not fly?

I know that. But, why wouldn’t they use it to pay the employees that are actually coming into work rather than pilots sitting on reserve in categories that are severely overstaffed?
