Maybe making it not eligible for 23m7 payments would be a compromise we could make. Pay the 23m7 to the next in base coverage step instead.

This is one of the better fixes I've heard proposed.
That doesn't really sound like a compromise to me. We lose a contractual provision, the company pays pilots less, and pilots get nothing in return.

How does it pay pilots less? A 23M7 pilot would still be paid, just on the next step of coverage after OOBWS. It effectively keeps all 23m7 payments in base.

Agree 23M7 farming is a problem. Besides the company stopping violating the coverage ladder, it's a problem that would largely be solved if we had some form of counter to spread that wealth down the list. Another solution is to have 23M7 payments go into a pool by BES, where the whole category gets a little bump every month. Glad to see that 23M7 question on the survey. Given the current system heavily favors the top .5%, I'd bet spending that down the list somehow was widely supported.
It may be seen as a solution by some (particularly those who are junior in category), but it doesn’t end 23M7 farming as you describe. Regardless, 23M7 farming is the company’s problem, not ours.
Here we are proposing more solutions to fix the company's problem.

Yeah and reduces the incentive for super senior guys to just put blanket OOBWS in for which they have no intention of flying while still paying 23m7 to an in base pilot IF they decide to skip a step in coverage.

They can open their pocketbook in section 6 and propose a solution. Our NC can entertain their offer only if it provides a quid of equal or greater value.
If the company’s proposal isn’t adequate, then their problem doesn’t get solved. It’s no different from their proposals to eliminate PB days.
