No one has said yet what % per year of back pay it will be. I think it would be a hard ask to get 25% DOS all the way back to 2020. But a scaled percentage per year until DOS gives us a 25% increase over 2019 rates is reasonable on the DOS would be reasonable. So the real question is what will the scale or annual percentage increase be for each year that the contract was open
