I just had a line check and the FO was out of uniform, no hat, no blazer, and a North Face jacket on in the cockpit! The check airmen never even mentioned it. And the line check before that was with an ATL check airmen and I didn't have a blazer or hat in the winter. No mention of that either. It's as if enforcing arbitrary uniform policies in the FOM is not treated the same as actual policies that are designed to comply with FARs.
