Yes, but in terms of Skymiles, it's almost worthless, as Delta keeps diluting the miles. I heard they've been renamed "Skypesos" now.
There's no way for you to use them unless you buy the full fare on Delta.com.
Fly Confirmed for Less does not a have a way for you to pay the ticket with miles (partially or fully) — though you have earned those miles through the steadfast use of your credit card. You are better off getting a 2% cash back CC and use Fly Confirmed for Less than try to accumulate 60,000 miles through purchases and hope it'll be enough to fly from SLC to PHX.

It's not my everyday spend card but I'm happy with the AMEX Delta Reserve Business card. Kickbacks more than pay for the card and I average a few Centurion lounge visits a month where I've never had to wait in line for it. Good RSY & Uber kickback and 1 annual companion pass for free. My everyday spend card is the Marriott Bonvoy Brilliant Amex. Kickbacks pay for it and over the years I've earned Titanium for life with 1.8M points banked up.
