Iran is a great candidate for nation building, they have a population that is one of the most educated in the world. Imagine Iran as a liberal democracy, it would transform the ME.

I think this could have gone nuclear very easily. Atomic bombs are scarcely at the leading edge of technology any more. The Trinity Site blast was over 80 years ago.
