So what's holding the SSP FOs back? Do they have to wait until every potential CA applicant has interviewed?

If the SSP was originally designed as a quick path, the numbers hired would have had to have been less in order to reduce that timeline. Not sure what your point is.

They have no point. That is like a Compass pilot hired in 2008 complaining in 2010-14 why they had to wait under the agreement they were hired under. SSP is what it is, and it is not a CJO that puts you in the next immediate class available.
