None of us should be seeing that if the planes are not sitting too. This is pure and simple taking line holders and scheduling them to be used as extra reserves.

I could have sworn that you weren't required to wait for takeoff data before pushing back just everyone did it when I was there. At mainline we push when we're ready unless we get a specific message saying to wait for takeoff data because it could be close to a limit.
