They most likely are pulling that data from BTS.gov as airlines are required to disclose their operational data to the government (not sure why, really).
I used to analyze that data for fun (ok, not really) but all I can say about the data off that site is it's not consistent between companies.
For example, at one point company "A" was purchasing their fuel and showing that as an expense, while company "B" had fuel purchased via their mainline partner and therefore their per hour operating costs, on paper, were significantly less. Some purchased fuel for something insane like $0.50/gal, most likely because they had a "cost +" agreement (ie pre-69 aircraft loss at XJT) but (just guessing) limited the fuel cost plus profit that could be had, or something on that order.
Obviously, the numbers weren't accurate when comparing one to another.
Other companies had aircraft leases paid for my their mainline partner, or leased directly from the mainline partner, or owned the aircraft leases themselves. It's hard not to show low expenses when your fuel and planes are bought and paid for, and all you have to do is crew them. If the folks on this site are correct, newPinnacle doesn't even have an HR dept, it's handled through Delta itself.
For a look at who really is the cheapest, just look at the recent RFPs that were awarded and you have your answer.
