The easiest explanation without getting deep is if it's a dispute over contract language; minor dispute
If it's a dispute over something not in the CBA at all that falls under one of three categories it MAY arise to a major dispute.
Wages, Work Rules, Working Conditions.
Sounds simple, but over the years the prior awards, arbitrations and judgements have made most of the three watered down such that it has to be a really significant change.... now, define really significant.
For frame of reference; sending an email before going on days off that you are preassigned RAP-1 unless you bid out was a huge huge change.... yet it was still only a minor grievance.
Ordering pilots to do extra uncompensated work by performing CAT2 FCC's was also not significant enough. Minor grievance even though no language at all existed, and it was a change to both rules and required additional work without compensation.
We could spend an entire college semester studying the RLA and the exceptions for a major grievance, and we'd barely touch 1/4 of the decisions.
