Idk I don't work at envoy. I'm just stating with our growth/attrition we are severely short captains.

Envoy and PSA are essentially being told 2 different things. It's anyone's guess what AAG's reasoning for that may be. PSA is being told they will resume the transfer in 2017. Most likely neither management team is certain what AAG's plan or timeline is, so they're each probably spinning it for their own interests. Let's not forget that the regional industry is built on management teams that graduated Magna Cum Laude from the Pinocchio School of Ethics.
