Question June 757 CA reserve lines

The June bid pack for 757 was reissued due to the WB pay reserve lines. For CAs, the original bid pack had 41 total reserve lines. The revised bid pack had 37 total reserve lines. Today the company awarded 41 reserve lines.
Does anyone know what mechanism the company used to award more reserve lines than were offered in the final bid pack?
How does one accurately bid reserve lines if the target not only shifts, but is not revealed until after the bid closes and is awarded?

Previous history, as an example assume 300 pilots at bidpack publication.

5 Captains activate prior to the close, leaving 5 lines short.

In the past, you would be awarded Reserve line 8042X which mirrored one of the lines in your bid.

Now the extra lines are added onto VTO, assuming I remember correctly that is
