When you have this situation, there's an accelerometer issue...so what you need to do is drop it onto a hardwood floor or thin padded hotel room concrete floor from approximately 3 feet.
If it didn't work, then you were a bit too conservative and dropped it from too low.
If that doesn't work, add another foot for every 10 degrees of latitude North\South of the equator
