It's automatic. The FAA tracks you and your hours. When you reach 1,500 hours, the FAA will arrange to have fire trucks positioned on either side of your aircraft and will squirt water in the air (minimum 60', streams crossed at 45 degrees; see AC 291-00DA); it's your taxiing under the stream that marks your accomplishment of the airline transport pilot certificate, and when you shut down and get out of the aircraft, the FAA Administrator or an appropriate representative will present you with wings, a certificate, and a small lapel pin suitable for your mother. It's best to be presentable at the time as you'll be photographed, and your picture will go on the entrance esplanade to the FAA's Hall of Heroes.
You should be aware that not only does the FAA track your hours, but also your communications, and that once you reach the commercial level, you agree to 24 hour surveillance, in order for the FAA to adequately verify your activity and flight hours.
