Studying for IFR written
I have my PPL. Can I take the IFR written exam even before I start flying IFR? Just to get the written out of the way? Also, can you recommend some good (free) websites? I'm learning IFR through MSFS 2004 right now.

Yes, you can take the Instrument written before you start flying. I would highly recommend doing it this way because you'll save money in the end. It will make your instrument flying easier because you'll have the basic knowledge down and your CFII won't have to spend as much time teaching you in the air. You do need an endorsement from a flight instructor. I second FighterHayabusa recommendation...the Gleim books are great.
I think this site is pretty good for taking practice exams...they include all the diagrams:

Thats what I did, ran it a few times on 2 days, felt comfortable, and took the test... I sorta rush thru the test and ended up with an 87, They give you alot of time to finish the test so only mark the questions you are unsure about. Dont go over the questions you know cause as you read the answers over and over again it will confuse you and you might change the right answer over the wrong one. Good Luck.

Just got this book from Sportys. There is a sheet in the back for the permission to test but you have to find your own CFI. It doesn't say you can send it in to get the sign off. Anyone know different?
