Going to Mexico....
I am going to get my first taste of international flying this monday. I am flying from the Pittsburgh area to Monterrey Mexico (MMAN).
Any tips, reccommendations, or advice for me regarding this little flight? Please no, "Don't drink the water" comments.

First, stay away from small airports unless you speak Spanish, however, you should have no problem going into Monterrey.
Secondly, if you choose Brownsville or Harlingen (or somewhere else in the valley) as a port of entry airport, MAKE SURE you file a flight plan to your next destination. You will probably be IFR anyways, but if you have no flight plan and you head up north from the valley, the DEA will follow you!
Stay on an IFR flight plan through Mexico, especially at night. They have some weird VFR regs down there that got a guy I know into some trouble.

Also their function is more to ensure their governments control over you than to ensure your safety...you MUST know exactly where you are in night/IMC.
Transition altitude varies, refer to your jepps.
Also, the 10,000/250 rule applies to AGL in the vicinity of an airport, and there are some other speed restriction differences. Mexico Jepps discuss this also.

Mexican ATC is very, very laid back...you will usually have to call them at least twice to wake them up, and you will need to plan and ASK for your descents...otherwise you will arrive over your destination airport in the flight levels.

Well, I see you may be generalizing. In my 25 years of experience flying in Mexico I can only recall two instances where a hand-off was late but the same has happened in the U.S., that doesn't mean I have had to wake-up the controller. CENAMER and AMAZON control are a different story, old equipment and understaffing play a significant role in providing a less than adequate service.
As for being vectored into a L5 storm, I am sure we become complacent because we're spoiled by U.S. ATC. If you expect ATC to vector you around weather outside the U.S., you are in for a few surprises. It is ultimately the PICs responsibility to remain clear of WX and terrain.
The above comment is sheer crap, not even in Cuban airspace would it hold water.
So who's flying the airplane you or the Controller?
