Careful. I just checked their website and looked at their "professional program". It includes only private through commercial, no multi or cfi. They are quoting their price based on part 141 reduced minimums, in which very very rarely is a student able to achieve the proficiency required by the PTS in such little time. Almost all students need more time. The national average for a private pilot's certificate is around 55 hours. An instrument rating would average 60 hours. Figure it will take around 255 hours to complete training private through a CMEL with an instrument rating. That is more typical. I would double the minimum cost quoted for those three certificates, plus the costs of a multi and cfi. Their hourly rates are in line with the industry. Ask about fuel surcharges.

I know you want low-rates, but realistically you have plan a budget of at least $45,000, plus your living expenses, before you can really expect to earn a dollar from aviation. If you are very good, study and learn at an exceptional rate, and stay on track in a part 141 program, at a small school or FBO you could cut the cost a bit. But chances are somewhere in your training you will hit a roadblock requiring more flight time and training.
