You can give ground school to anyone willing to listen. No medical needed.

Default Encourage students to get medical

Although the medical is not a requirement to begin ground training, it is always a good idea to get your student to an AME as soon as possible. You don't want to have him spend a lot of money on ground instruction if he can't pass the medical.

It's not easy to tell someone that you can't refund them the money for the ground training that they've completed after they find out that they can't pass the medical.

It's always good practice to have them get the Student Pilot/Medical Certificate before training.

Yeah - just be clear about it: Yes, you can do groundschool and get your written out of the way - but if you have serious medical issues, you're screwed because we don't give refunds.

all above posts are correct regarding part 61 training. However if the training is done (ground and/or flight) under part 141, prior to enrollment he/she will have to have a student pilot certificate/medical.

As far as I know, under Part 61 you don't need a medical until solo time.
