I don't really think it is. Do we really have weather data for that day? Like something on hard paper as to what the exact sky coverage was? Exact time of day? Etc? Do we really have accurate position information on where the aircraft was? Most of these are just best-guesses or from a human source at the time. These are the most unreliable sources we can usually get. The paper is essentially a conclusion and it sets about to make it true, rather than look at the evidence and go with what is most likely or the fact that you can not reach a conclusion because you lack enough information. That lack of a conclusion thing always bothers people, so much so that they'll often invent things to fill in the blanks and eventually you end up making your hypothesis true, but not by science.

It was a clear, sunny day around 15:00 and the observation duration was 1 min 42 sec. There is indeed large uncertainty for the location of K.A. during his sighting. I am not sure the report states a definite conclusion for the real nature of this phenomenon/observation. Just trying to explore further the pelicans hypothesis presented in this report.
