Don't Fast track anything in flying, use the SLOW track, it will help you learn better...
Your Visa issue depends on whether you are still looking to apply to get a Visa or if already in US & looking to transfer & depends on many variable factors.
Enrolling in a 141 school is a requirement only for students who here for Flight Training Only.
But if you are going to be enrolled in a degree program, then you will need to be on F-1 visa, you don't need anything to do flight training.
You can do flight training on the side as an additional course part of your degree & get credits for those units, if CSUS allows those extra credits.
If not, you can just do it purely as a hobby.
All you will need is to have a TSA clearance, but that is required regardless for all Non US Citizens, even for someone who is a Legal Permanent Resident (Green Card) in the US.
