Because even though it may be a money losing proposition overall, there are a few people who do personally make a large sum of money on things like this. Sort of like the CEO who gets a $50 million bonus when he runs a company into bankruptcy, then gets a huge signing bonus to be the CEO of yet another company. Same sort of thing. Even though Norwegian lost money with its long haul expansion, Bjorn Kjos and Bjorn Kise ended up benefiting personally, which is why they are willing to do it yet again.
