unfortunately I would say yes it would be looked as a downgrade because you are going from Turbine twin over 12,500 to light piston twin.

Respectfully disagree. I believe CO, JB and Netjets have hired several of these folks because of their Cape air time. Nothing builds character like being alone with low celings, ice and RVR at minimums.

Again, no offense, but were talking Colgan here. I think it might be differant if it were express or republic. Just be able to tell a story in the interview: Family needs, QOL, no outstations, no money, food stamps, etc,etc.

If however C-air is not for you and you leave early then you might have some difficult explaining to do. Make sure it's right for you, if not hang in there for the eventual upgrade.
