Default just an observation

Is there confusion between the difference in a fractional operator and a charter operator? This thread is posted under FRACTIONAL but Flightworks provides no such service. I often see XOJet referred to as fractional as well, among others. These are 135 operators and some provide aircraft management. They may put an owner's aircraft on their 135 certificate to supplement cost, but this does not make it a fractional share. Most of them offer some sort of jetcard as well. Again, its 135 charter.

Its just an oberservation. Maybe I'm missing something.

I've applied about 8 times. I thought I would get a call with my quals, but I think its that type of place of who you know to get in.
