If you put a tail on one end, it would always swivel into the wind. What would the runway numbering be?

10+ miles off shore, and this guy wonders why his initial applications were denied. You'll need air-service to your airport to just make it an airport. Sorry, but this idea is beyound bonkers!!!

Japan has been building runways offshore for YEARS! Reclaimation of this water/land is basically required in some parts of the country. MCAS Iwakuni is the latest example.

Hmmm.... How about a floating circular runway, banked like a NASCAR track? Outboard motors could spin it, giving you the beneficial "treadmill effect".
