I had my damaged in the wash a few years back and I only had a few issues. Going into Canada once I got the riot act from a female CBSA person on its condition and threatened if I came in again with it they would deny me. Another time coming back into the US via Miami they took me off to the side as they suspected it was a forgery.
You can get a new passport in ~24 hours. I went through the Seattle agency. Called up, made an appointment and when I showed up they had a checkbox on one of the forms for damaged passport. After I paid the fee, I came back the next day to pick it up. I had to renew mine anyways but by saying it was damaged, they gave me a break and I had to pay less (didn't have to pay for the expedited renewal). woo hoo
