Thank you all for the additional insights. We will keep you posted. This is certainly a unit that have been limiting and that we might be limiting even more based on the feedback.
In the meantime, we have improved the creative/image for the PSA Ad by shortening its load time. The new image file is 20% smaller than before (now 60.8k) and the Ad Trafficking Tool that we are using (DFP) reports that the load delay will change from 500 milliseconds to 100 milliseconds. It's hard to say whether this is anything noticeable, but we hope this helps for now.
It's confirmed that the interstitial should not be running on Mobile.

- New pop-up ads will not appear anymore, as the pop-ups have been phased out of all advertising plans starting today;
- A few pop-ups have already been memorialized and we will have to honor those commitments. That being said, these pop-ups will not be renewed;
- We are going to make it possible to prevent logged-in users from seeing these pop-ups. This is a new functionality that our development team will have to implement to the site. We don't have an ETA yet, but we will keep you posted.

We just wanted to reiterate that the PSA pop-up is one of the last pop-up campaigns that we will be allowing on the site. We understand that it may feel invasive, but we think that delivering what's been contractually agreed upon is the best way of handling all our stakeholders - being advertisers or users of the community. That being said, the last day of the PSA pop-up campaign will be 5/27/2016.
In addition, we are currently evaluating options to provide an improved experience for users who are logged in. There are a couple of scenarios which will enable the functionality to restrict certain ads for our users and we are evaluating which one would work best for APC with our internal ad team and developers. After that, we will then implement the changes on the site and will communicate the improvements to the community. As of now, we do not have an ETA but we ask for your continued patience.
