What exactly is this arrangement "train the trainer"?

Embry-Riddle to help train JetBlue personnel

Embry-Riddle Aeronautical University and JetBlue Airways have reached an educational collaboration agreement that includes training programs for JetBlue employees.

Under the agreement, the Daytona Beach-based university will provide a "train-the-trainer" program for JetBlue's A320 and E190 simulator trainers at the airline's new training facility at Orlando International Airport.

Forest Hills, N.Y.-based JetBlue (NASDAQ: JBLU) will provide cooperative internships for Embry-Riddle students.

Embry-Riddle is the world's largest, fully accredited university specializing in aviation and aerospace. Offering more than 30 degree programs, the university educates more than 30,000 students a year in Daytona Beach, Prescott, Ariz., and through extended campus and distance learning programs, including a campus in Tampa.

It just means that ER will be training JB instructors on how to be good instructors. "Train the trainer" is a phrase used at Navy Fighter Weapons School for training the guys that go back to the squadrons to be the Training Officer.
