It varies by each operating certificate. Some airlines can depart with RVR as low as 300ft if it is approved for the specific airport. There are certain requirements to allow this such as visible runway centerline markings AND lights as well as operable RVR reporting and runway edge lights. Others as low as 600ft. However some airports require higher mins such as 1600RVR for airport specific reasons. It goes the same for arrivals. With the proper equipment and training a crew could land in 0/0.

My friends have a flight out of MDW today at 0055z and the wx looked pretty crappy, they were flying SWA. They called and asked if they should try and get an earlier flight. Thanks for the info guys, always appreciated.

KiloAlpha,
Don't forget "1800" in ACK!!! Oh yeah, no autopilot or FD in the "older" 1900s.

If it's a CAT III , then the standard minimums are 600/600/600 (controling/controling/roll out advisory). We can go as low as 300/300/300 (all 3 controling).
For take off, we can go as low as 500/500/500.
