ARRIVAL
Cat I: basically RVR 2400
DEPARTURE
Standard 1 mile for 2 engine aircraft; but can use lower (listed below)
1/4 mi or RVR 1600: must have RCLM, CL, HIRL, or some other visual cue
1200 RVR TDZ / 1000 RVR RO: must have CL
600/600/600: must have CL and RCLM

It varies by each operating certificate. Some airlines can depart with RVR as low as 300ft if it is approved for the specific airport. There are certain requirements to allow this such as visible runway centerline markings AND lights as well as operable RVR reporting and runway edge lights. Others as low as 600ft. However some airports require higher mins such as 1600RVR for airport specific reasons. It goes the same for arrivals. With the proper equipment and training a crew could land in 0/0.

My friends have a flight out of MDW today at 0055z and the wx looked pretty crappy, they were flying SWA. They called and asked if they should try and get an earlier flight. Thanks for the info guys, always appreciated.
