Chicago and a few other cities had martial law in 1968, wasn't all that bad. "Hey G.I., you got gum?"

They won't.

States could and would be the more appropriate agency to implement martial law, and their national guards are the people who know how to do that (vice federal forces). It would only be necessary if there was actual civil unrest (riots, looting). It would obviously only be necessary in limited locations... most of the nation will stay civil if food and water is available, and COVID has little or no impact on ground transportation or most food production. If things get tight, the guard would be called out to help and their very presence would serve to discourage the kind of behavior which might lead to martial law.

You can get away with all kinds of things if the vast majority support it, especially if there's an emergency.

We are quickly moving past the point where shutting down the airspace system can do anything to quarantine the spread. It’s in all 48 contiguous states. Unless they want to shut down every border of every state, pinch the flow of goods and food and other essentials and effectively stop all commerce. Shelves go bare and the whole machine grinds to a halt. National guard aren’t going to stay on weeks and months long martial law deployment while their families are home alone facing the same nightmare. None of that works. The military has a role to respond with battlefield type triage, build temporary hospitals, and provide emergency services support, and make sure supplies and care get to the most vulnerable and helpless.

The idea that we are a nation of people who can be forcibly locked down at gunpoint for any length of time is the most absurd notion. This isn’t second amendment “come and take it” posturing, it’s the very fabric of who we are. We do what we can to limit those who get sick and those who die, but getting frightened into unraveling everything about what our country is built on is more tragic than disheartening than the effects of this virus.
