Bills that are "must pass" (eventually) will attract a lot of pork. Even more so if margins of control are slim and every vote counts. Even with a safe bill (which this one should be) a lot of favors will get cashed in. Big must-pass buses don't come along every week, so a lot of folks want to get on board.
There's no law which says the title of a bill defines or limits it's contents (reconcilliation is another topic).
Congress can stuff them with whatever they want, and the titles are typically selected to bamboozle less-informed voters. "Branding" if you're charitable, "Fraud" if you're cynical.
