Is there a phone number that "off-line" jumpseaters can call to list? Every time I go to list at the gate, the agent asks if I have listed. The answer is always no because I have no idea how. Some gate agents are so unhelpful that the possibility of getting on the aircraft diminishes greatly. I have called 1-800-325-9999 and used option 2 and 3, but the operator always tells me they can't help. Any advice?

That's funny because I used to list on USAirways for the airport I jumpseat out of, but recently a supervisor was working the gate and said, "Please don't call to list. Employee reservations can't make a 'jumpseat' listing only a regular non-rev listing. We just have to change everything around when you come to the podium and fill out the JS form to verify CASS, etc."
I explained I was always told to list and that agents couldn't create a listing. She said they were wrong and most likely being lazy. So now I no longer list when I jumpseat on USAirways.

All true. The listing you get by calling the 888 # is a non-rev listing, not a jumpseat listing. That being said, it is a virtual guarantee that if you list, you will encounter a gate agent who knows how things work and tells you not to list. If you don't list, guess what - the agent will ask you to list before they'll check you in.
That's just how things work, naturally.
For me, I list. It's easier to say "sorry for listing as a non-rev" at the gate than it is to say "I need to list? The last agent told me not to. Ok . . . let me call and list." Then you have to make the call, take 5 minutes to list, and then get back in line to fill out the jumpseat form.
Send a message to your jumpseat chair and tell them about this issue. The issue will never be solved if pilots solve it themselves and don't make it a 'squeaky wheel'.
