JCAB MEL special dispensation
For anyone flying in and out of Japan, how is your company complying with the MEL requirements of JCAB Art. 20, which defines non-deferrable equipment for foreign (i.e. US) airlines?
There is relief available, but there are also fines for the PIC and the airline, if that relief is not officially approved. How does your company communicate compliance?

The relief is referred to as a waiver that must be filed by dispatch on your behalf with or to the JCAB....It is only good when exiting Japanese airspace oceanically (spelling apology), It cannot go to Korea, China, etc. Must go to Oakland FIR. How the mechanics of the paperwork flows is above my paygrade after that point. I hope this helps. Item referred to being TCAS
