The 50 million reduction is the final agreement reached between the two parties. Its been ongoing over the last few weeks. It was not a last minute new position. The delay was sought because some members of the APA board want to firm up some of the language in several sections to clarify intent before a vote is held. They do not have actual contract language in hand. It looks like APA is going to except the companies last offer.
