1. First the Federal Government can only spend money that the Congress has approved in an appropriations bill. If spending exceeds tax collections then there is a deficit and that deficit can only be funded by the Department of Treasury.

2. The U.S. uses baseline budgeting, meaning the baseline is last years spending x the inflation rate x the population growth rate, in essence it increases every year guaranteed.

3. National debt by year compared to the size of the economy had hovered in the mid 60s throughout the mid 1990s with a peak of 67% and a low of 57%. From 2000-2007 it stayed in the low 60% range with a high of 64% in 2007 and low of 56% in 2001. But in 2009 it went to 85%, 92% in 2010, 102% in 2011.


4. Prior to WWI the U.S. Congress authorized all spending but during WWI in 1917 the "debt ceiling" was introduced allowing the Treasury to borrow any amount needed as long as it keeps the total at or below the authorized debt ceiling.

5. In the run up to the summer of 2011 the debt ceiling stood at $14.3T. So a deal needed to be made because debt was going to exceed $14.3T and the government would default on August 2, 2011. (it currently sits at $16.9T right now)

6. So how to fix the problem? In a nutshell, Republicans wanted spending cuts and no new taxes (passing the Cut, Cap and Balance Act in the House which was tabled in the Senate and threatened with a veto by the President). Democrats and WH want tax increases ("on the wealthy") evidenced in the Grand Bargain that did entice Republicans with inconsequential later year spending cuts. That failed.

8. Trying to figure out what to do they turned to WH National Economic Council Director Gene Sperling that would spurn the two sides to figure something out, and he did:


6. Basically the WH proposed the idea of a compulsory trigger with what the economic council director called an automatic sequester. It'd include spending cuts and tax increases but the tax increases were dropped since that was a nonstarter with Republicans.

Half of the cuts would (basically) come from the GOPs beloved spending (Pentagon) and the other half from the DNCs beloved stuff.

Reid was against it because it was so bad in his view to have those kind of cuts. But he was sold on it with the notion that nobody would want it and that was the beauty of it. A compromise would be found.

7. 30JUL2011. Biden works his rear end off and makes a deal with his friend GOP Senate Minority Leader. This shocks WH adviser David Plouffe who couldn't believe the Republicans would be so anti-tax increase so as to sell out the Pentagon.

“This is a deal we can probably live with,” Obama said. The Republicans were in.


8. 2AUG2011: As ABC news said, hours before the U.S. first-ever default Obama signed into law the Budget Control Act that averted a crisis by raising the debt limit.

Sequestration was in the Act and there was work to do. As ABC said that day, Obama signaled that he will not abandon his stalled efforts to raise taxes on the wealthy. Congress and the WH would still need to agree on $1.5T in budget savings by year end. Where will the cuts come from, what about entitlements, what about taxes? That would be up to a Super Committee.

9. 21NOV2011: The Super Committee charged with forging a deal fails. GOP says Obama better find a way and avert mass Pentagon cuts. Obama says he'd veto any attempt to undo or alter the automatic spending cuts, known as a sequester mechanism. "The only way these spending cuts will not take place is if Congress gets back to work and agrees on a balanced plan to reduce the deficit by at least $1.2 trillion," he told reporters. "That's exactly what they need to do. That's the job they promised to do. And they've still got a year to figure it out."

10. Sequestration is looming at years end, past the election, the House passes two Sequestration replacement acts (May 10, 2012 and December 20, 2012) and they are tabled in the Senate.

11. 22OCt12, Election anyone? What about the Sequester. Well, Obama promised it will not happen. Obama: 'Sequestration Will Not Happen' - Business Insider

12. The Fiscal Cliff deal. Republicans give in on tax increases in the hopes of getting taxes off the table. So instead of Sequester the can is kicked down the road for 2 months. Tax rates would go up on those making $400K/$450K a month individually or household, increase capital gains (hey didn't Lucas sell Star Wars to Disney last year) and taxes on dividends to go up. Unemployment benefits extended. See ya in March for Sequester.

13. Sequester approaches and we are told "Washington does not having a spending problem" (see above) and the President hits the road on a two week campaign styled tour for a higher taxes solution to the Sequester.

15. 14FEB2013 the Senate Democrats propose deeper defense cuts and tax increases to replace the Sequester. Goes no where.

Its a great post. But your own post shows that the president suggested sequester as a way to force compromise, and his idea included SPENDING CUTS and TAX INCREASES to be included in sequester. Then, republicans wanted the tax increases removed from sequester so it was could be something THEY WOULD VOTE YES FOR.

Thus, this is everyone's baby, and was not really what the president suggested, as it was fundamentally changed by removing the tax increases which were his idea, and would have certainly forced compromise by both sides. This is everyone's bastard child.

I have been watching his presidency closely, and he has wanted and suggested many things to congress.... virtually NONE have been voted for by Republicans even when he applies pressure or leverage. Republicans negotiated and voted for this bill. Period.

Regarding bolded text: This is the kind of message you get from Obama's state media. Not until enough guilt soaks in for truly ignoring the facts because the public says, "Now hold on, MSM, how about doing some actual reporting instead of trying to be the teacher's pet?!" do they (the press) get off their buttocks and start holding Jay Carney and company to what actually transpired. The obfuscation and lies work for a week or two and the low informed voter gets their feeding of misinformation, but then the true story sometimes makes it out. So, Blue, while you are pushing the partial truth as if that's how it went down, those here who are all too familiar with the tactic are face palming when they read your posts. It's no way for a responsible, honest individual to conduct a conversation, and even less so for those who pretend to have an interest in leading a country. The fact of the matter, as Woodward (who isn't in love with Republicans, BTW) clearly describes in his book how Obama destroyed the work done to get the big deal done, and was more than happy to give us this turd of a law. But keep telling yourself how it was equally shared by the Republicans; Obama and his people don't share any greater responsibility for what's gone down, because that's how a bill is passed. The Republican controlled house has passed numerous jobs bills--ignored by the Senate.
