As a history minor (the USAF didn't take sissy liberal arts degrees so I had to major in something else) I still love reading history. Anyway, great article I read somewhere last year. The British Chancelor of the Exchecker (yes a good King's man) looked at our brand new constitution and said "this will never work, there is no one in the government who will tell the people NO".

Bring home the pork or I'll vote ya out of office. Raise my taxes to pay for said pork and I'll vote ya out of office.

Jim Oberstar is a congressman, but the rest of your point is a good one.

I'm increasingly against this proposed merger, but I do resent the meddling by a Congress with approval ratings that would have made Saddam Hussein ashamed.
