Mesa or PSA?

Hello forum. I am re-entering aviation after 19 years. I have an aviation degree and qualify for the R-ATP. I am in my mid 40s, married and have kids. I am settled in DFW and will not relocate. I have an enforcement action on my record from 1994 (when I stopped flying).
I don't have any grandeur ideas of flying at the Majors with my age and past history. I just want to fly. I am looking at Mesa and PSA. I would prefer to get into Mesa with the new DFW domicile but PSA is very attractive being that I will most likely never leave the regional scene.
I have not applied to either place because I am not yet current. I am hesitant to apply due to the past non-flying violation that occurred 20 years ago. I do not want to make the cash investment to get current unless there is a good chance to get hired with either airline. Is there someone in recruitment that I could counsel with before making this cash and time investment? Should I just apply and hopefully interview before I get current? How and when should I disclose my past?

Even at your age I would look past the regionals in the long run though. Regionals are not meant to be career destinations. If the legacy carriers don't call then there's always JetBlue, Allegiant, Spirit, etc... Contrary to what some of the others on this forum may say, you will be way better off at ANY of these places over even the best regional.
