The biggest cop-out explanation. Pretty much anyone who gets "relieved" of command, the explanation is always "lost confidence."

Whatever.

At least they go on to say it's also because of his risk-management. So that's something.

They always have a reason, if it's not UCMJ material, there's no obligation or good reason to embarrass anyone with public details. Same as how HR would treat a similar situation, with confidentiality.

Now if there's scandal or UCMJ involved, then they probably owe the public an explanation.
