Navy severance Pay

I have several Hornet friends who didn't do their PME so they'd purposely be passed over twice to receive the "thanks for serving" money.
It came out, and they ALL made O-4. DOH!

I would say that those O-4 numbers are certainly community specific(e.g. if you're a Navy Hornet guy and have a pulse you'll make O-4, whereas if you're in the P-3 community, it's a bit tougher based on historical percentages). I doubt the Title 10 caveat was the reason those individuals were promoted. The Navy would be much better off from a purely fiscal standpoint paying $77K to a handful of O-3's who were not career Officers anyhow, rather than promoting them and paying their retirements over the long haul.
