..except that is immaterial. A pilot rated guy cannot apply for a UPT board slot. Ergo, you're disqualified from applying to the slots that off the street applicants actually apply for. Rated boards, which is all the OP should care about, are flooded with 11F applicants looking for new homes. That's his true discriminator. Just like the airline pilot shortage, the 11F shortage in the Reserves, is a figment.

We never HAD to hire to hire into a UPT board slot, we did so out of necessity. Hiring is based on rank, and the training is based on the candidate. If there were 2LTs or 1LTs available just after UPT graduation, and the unit was looking for LTs, they could be hired into a slot in lieu of someone meeting a UPT board. If the OP is junior enough, his competition could be people off the street. But, your last sentence is the one that counts. I don't know why so many people don't even ask the question because they think they already know the answer.
