The answer for most RJ's is "it depends. Alternate gas can push them over the top for W&B, and cargo load can affect CG.

There's an aggravating factor... most RJ's were designed in the 1990's era, and when pax weights changed following the 2003 crash it became harder to get the W&B right on many types.
