Well, with a certain 121 carrier hiring via e-mail, and several other in desperate need of large number of pilots, I'd say yes. We go through the same background checks as you guys, but can be more selective of who we hire.

part 91 guy here, have enjoyed the back and forth banter....maybe I am missing something but how is KCM any different than the TSA pre-check trusted traveler program? fingerprints, background check, personal ID number....
