Default Sightseeing tours?

Good morning! I'm a low-time commercial rated pilot just starting training with a banner company for my first job.

My question is about doing sightseeing tours on the side:
Can I tell people about sightseeing tours on my own? I know this is holding out but since we aren't going "from place to place" (we are landing back at the same location within 25NM) I thought this might be ok/legal?

This would be in a plane I rent, I don't own a plane. And this wouldn't be for a company, just me doing it on the side. The regulation of holding out seems to have those 4 requirements needed so if I'm not going "from place to place" then I'm good?

You need to have the sight seeing flights authorized be the FAA with an LOA. You'll also need to be enrolled with an authorized random drug screening program.
I doubt that the FAA will agree to you operating out of a random rental airplane. That's even if you can talk an FBO and their insurance co into renting you an airplane for a for hire operation.

Thanks everyone, someone PM'd me yesterday about this who used to run a company like this. For now I'm going to try and fly my butt off with banners (about to start training next week).
Once I get to 500ish hours or until another opportunity comes up I'll stick to the basics and not try to get to fancy or entrepreneurial with my flying. Thanks again
