There are actually several variables behind this, and not something that we share the specifics of. I can say that it is in your best interest to do well on the written test.

I interviewed a month ago and there was no written exam. However, it was stated during the day that PSA is in the process of rewriting the written exam. This information can be backed up with the information on one of the interview prep websites.
So, for now, there seems to be no written exam, but there is no guarantee. It will be back with new questions one day.
Some other interesting information might be: Even if you 'fail' in the written exam.....they are most likely still conducting your interview. If you do well in the interview - you can get a job offer.

Above all, be yourself.
I dorked up a question during the face-to-face portion of the interview. It wasn't the end of the world. Admitted that I didn't know the answer but that I looked forward to learning the way that PSA does it.
Got the job offer a few moments later, and look forward to starting class soon.

What are the specifics? A lot of people including the media and the free market want to know the specifics so don't be coy.
When a potential future pilot asks you a question, you answer it.

I'm planning to apply mid-December after finishing up a degree. Assuming I get an interview and a job offer, when could I expect to start? I realize this is a bit presumptuous; I'm just wondering if there are scheduled start dates each month.

Our application screeners usually take a day or so to go through your app and will call or email you with an offer for an interview if everything is in order. Right now, there are occasionally dates that are full, but you can usually interview in as little as 7-14 days, or you can extend it out 6 weeks. It is up to you. Our interviews are in CLT and are typically Tuesday and Wednesday (although we will be changing the days of the week starting in January).
Once you are given a conditional offer (which is usually on the day of the interview), you have 6 months to start class. If you can't start class within 6 months for some reason, you will have to interview again.
If you need the ATP-CTP class, I would recommend applying and interviewing ASAP if you are wanting an ATP-CTP class soon. We only have a couple seats available for the remainder of the year. There are wait lists already for the next few ATP-CTP classes.
If you do not need the ATP-CTP class, you can usually start class in somewhere between 1 and 5 weeks, up to you. If there are seats available, you can start class in as little as 4 days. The next few classes are full and we do have waiting lists, but there are a few seats available in December and January still.

That’s not going to happen because that opens them up to litigation risk.
The tools to pass the test are out there (Sheppard Air). I know folks who studied all 800 questions in a week and passed on interview day. With the gouge online there’s zero reason for someone to fail the interview if the put some effort in, yet plenty of people still fail.
When companies are desperate to hire folks, things like passing tests get waived. Also, when special interest group folks fail the test, failures get waived. This is not something that is unique to the regionals either. Anyone that has had issues filling classes has been taking that approach (regionals, ULCCs, ACMIs) in recent history.
