Once they build up the "tourist infastructure" i.e Sandals builds some resorts down there the capacity will pick back up. Most people probably don't want to jump though hoops of getting a visa and dealing with that whole process just to stay in a typical Cuban hotel that hasn't seen a renovation since 1968. As soon as this place turns more so into the DR, flights will pick back up. They probably figured there would be more "historical site tourists" when everyone just goes to the islands to drink.

There is also uncertinty about Trump reversing the travel easements.

Although they would not admit it publicly I am wondering if part if this is they just could not get enough pilots to expand their route network as much as they did. They do still have a 1 year training contract that they say is because they are paying for your CTP class. Other regionals just do this with no strings attached. I believe their upgrade is also longer than many of the jet regionals. Additionally florida summers in an aircraft with no APU cannot be fun. Former pilots have told me they bring a sweat towel with them. That said overcapacity is still the main issue.
