What does it mean when the say they won't backfill? Sorry if this is a stupid question.

Not stupid at all.

It means that if you currently are a Boston FO on the EMJ and you are awarded the DFW CA SAAB position, they will backfill your slot, making a total of 5 BOS FO EMJ awards. However if you are an LAX FO EMJ, they will not award your seat to anyone, unless 3 more LAX FO EMJ bid out.

more importantly the CA slots will not be backfilled. before these larger CA awards they were backfilling nothing so it was simply a CA to CA movement in general (ie SF3, ATR guys going to the jets).
