There may be several legal reasons for that.
When I commuted from MCI to ATL my crew car had to have MO license plates as I did not have an address in GA. Of course, the city of KC wanted it to have an annual inspection and one from ATL was not sufficient. I won't comment on a public forum how I got around that.
My wife is currently on active duty. So we reside in NY but I drive a car with TX plates, have a TX driver's license (with a TN address on it). It's really interesting when we drive into Canada. Naturally, we pay TX state income tax, NOT NY and it's perfectly legal.

Actually, you would be wrong. It is perfectly legal IAW the Military Spouse Act- Residency Relief Act for me to live in NY but "reside" in Texas. I do not owe any NY state taxes. I hope you don't give tax advice.

You can easily retain your state citizenship in any state you or your spouse have resided in as long as one is active duty. Neither my wife or I ever paid a dime of state income tax while I was in the military, including a short tour in California.

If I was required to get a new license every time my wife PCSed it would be crazy. Since 2011 we have lived in 5 states.
